Joy Gill told the Hillsborough Planning Board on March 18 that she seeks to convert an office at 460 D West Main Street into a takeout coffee shop with no indoor seating and prepackaged food available.
The board accepted and approved the change-of-use application, finding the conversion met the town’s Site Plan Regulations exemption (section 185-5.1). The approval includes conditions requiring compliance with local, state and federal laws and setting hours of operation at Tuesday–Saturday, 6:30 a.m. to 5:00 p.m. Chairperson Susanne White opened and closed the public hearing with no public comments recorded.
Gill described the business as takeout only. “There will be no inside seating,” she said. Board members discussed a potential future drive-through; members said a drive-through would require a separate application to the Planning Board.
Steve Livingston moved to approve the application, Jim Bailey seconded, and the motion carried unanimously. The town records list Brandon Brooks of New England Development as the property owner. The board’s findings say the change of use does not expand building floor area beyond the thresholds in section 185-5.1 and that no adverse off-site impacts are expected from traffic, drainage, noise, lighting, or similar factors.
The board set the conditions of approval to ensure the applicant follows applicable law and the stated hours; the approval is recorded in the Planning Board minutes and will take effect subject to those conditions.
