Staff seeks council resolution of no objection for 4% tax credit application for Enclave on Leweta

Deputy Assistant Director Ryan Bibbs presented a request for the committee to authorize a public hearing and a resolution of no objection so a developer can apply for 4% housing tax credits for the Enclave on Leweta, a proposed new‑construction, general‑population development at 2324 Leweta Road. "We are asking for a resolution of no objection," Ryan Bibbs said, explaining the Texas Department of Housing and Community Affairs requires a governing‑body resolution to move an application forward.

Bibbs said the project cleared the department’s threshold review: it is not in a 100% flood plain, the poverty rate in the area is below 25% and the schools met the department’s standards. He also said the property is located in the extraterritorial jurisdiction and is closest to Council District B; the project will also need any required county approvals. When asked, Bibbs said the project will include 358 units and that all would be restricted at up to 60% AMI and below with a mix of one‑ to four‑bedroom units. "This project is going to have 358 units, and all of them will be 60% AMI and below," Bibbs said.

Council members asked whether the city uses a formula for supporting ETJ projects and whether residents of the city would be served by the development; staff replied the location suggests the project will primarily serve ETJ residents but many residents may work in the city. The committee had no formal vote recorded on the request and staff said the resolution and any required public hearing would move forward to full council for formal action.
