Tioga City Commission accepts police chief resignation, approves community center completion and $1.03M transfer

TIoga, N.D. — The Tioga City Commission on Sept. 2 accepted the resignation of Police Chief Josh Nelson, approved a substantial completion certificate for the community center expansion and authorized several payments and a $1,029,454.60 interbank transfer to maintain a bond account.
President Brett Rieniets opened the meeting at 7:00 p.m. at Tioga City Hall. Commissioners Kyle Ralston, Jaden Iverson and Steven Dye voted on motions reported in the minutes; Liz Pendley attended remotely and Wendy Lenzen was listed as city auditor. Ralston moved to approve the Aug. 18, 2025 minutes "as presented with no errors or omissions," a motion that passed on roll call (Ayes: Ralston, Iverson, Dye).
Rieniets said interviews are underway for a community center coordinator and emphasized "the intention of the city will always be fiscal responsibility and supporting our staff." The commission approved a substantial completion certificate for the community center expansion after a motion by Iverson and a second by Ralston; the motion carried by roll call.
On road work, the commission approved final invoices that exceeded earlier quotes. The Sundhagen Sand & Gravel final bill for gravel-road repair exceeded the approved quote by $4,297.19; the commission approved payment of $41,947.19. Knife River's final invoice for Signal Road patching was $3,425.26 over the quote; the commission approved payment of $46,413.26. All invoice approvals passed by roll call votes listing Ralston, Iverson and Dye as the aye votes.
The commission accepted a resignation from Tioga Airport Authority board member Curtis Vande Sandt and voted to advertise the vacancy for two weeks. Jeffery Moe told the commission there was "just over 3 years left" on the open term.
Rieniets announced that Chief Nelson submitted an employment resignation with a final day of Sept. 5, 2025; the commission accepted the resignation. Nelson asked the commission to extend a conditional offer to Kaare Hallesy, who the minutes say has completed police academy training and will require field training and certifications. The commission approved a conditional offer to Hallesy and also authorized advertising the chief-of-police position through Sept. 20, 2025.
Rieniets said the debt service payment on the oil-and-gas production tax bond of $1,029,454.60 was debited from First State Bank & Trust and that the city is required to maintain an average balance of $3 million in that account. The commission approved transferring $1,029,454.60 from Bank of Tioga to First State Bank & Trust to maintain the required average balance.
The consent agenda, covering September bills, payroll for Sept. 5, 2025, and a Planning & Zoning building application for Holmen, was approved by roll call vote. With no further business, the commission adjourned at 7:43 p.m. The minutes note the next meeting is scheduled for Monday Sept. 2, 2025, at 7:00 p.m. at Tioga City Hall.
Actions taken and roll-call votes are recorded in the official minutes. The commission did not take formal action on pursuing the low-interest drinking- and clean-water loan programs the city's engineer mentioned; the engineer offered to complete loan questionnaires if the city chooses to pursue them.
