At the March 20 retreat, Town Manager John O'Daniel presented FY 2023-24 revenue and tax estimates and informed Council that tax collections are on target. Council discussed whether the town could increase parking rates, and Councilmember Joey Dean requested comparative parking-rate data from other towns.
Council directed the manager to investigate employee retention measures, including a proposed 6.5% cost-of-living adjustment and potential nonfinancial incentives such as after-school or daycare partnerships, staff social events, raffles at the holiday breakfast, and surveying employees about the benefits they would use and prefer. O'Daniel also raised the question of whether the timing of the longevity bonus should be adjusted for greater staff impact.
No final compensation or budget decisions were made at the retreat; the manager was asked to provide budget scenarios and cost estimates for Council consideration during the FY 2023-24 budget process.
