Atlantic Beach seeks $500,000 PARTF grant to replace lower boardwalk and add upper boardwalk at the Circle

Planning Director Jennifer Ansell told the Town Council on March 27 that staff is preparing a Parks and Recreation Trust Fund (PARTF) application to finance Phase I of the Circle boardwalk project.
Ansell said staff submitted a preliminary application on March 15 and that PARTF awards up to $500,000 for qualifying projects at a 50% match rate. Staff estimates Phase I — replacing the existing lower boardwalk with concrete, constructing a new wooden upper boardwalk, seating, lighting, shower/rinse stations, and connections to parking and restrooms — will cost $1,074,618. The town plans to request the maximum $500,000 and provide a local match of $574,618.
The final PARTF application is due May 1. Ansell said a public meeting for input on the project will be held April 13 at the Circle from 3:00 p.m. to 6:00 p.m. She also confirmed that the proposed bathhouse is scoped for Phase II and that staff intends to pursue a subsequent PARTF application for that work.
If the town receives PARTF funding, the grant would cover up to half of Phase I costs and require that the town provide the remaining funds as a local match. A resolution committing funds in support of the application will be presented to council at the April 24 meeting, staff said.
The presentation did not record public comment or a council vote on the PARTF application at the March 27 meeting; staff listed public outreach and the April council agenda as next steps.
