Village administrator to retire Dec. 31; staff recommends new Planning & Economic Development Director role

Administrator Rick Bellis announced at the Nov. 17 Planning & Zoning Commission meeting that he will retire on Dec. 31, 2025. Bellis said he will recommend that the Village Council create a combined Planning & Economic Development Director position that also includes the duties of Code Official (title recommended: Planning & Economic Development Director with Code Official responsibilities).
Chair Thomas P. Wittman and Commissioner Jim Woodard indicated that finding a new Village Administrator will be a top priority for 2026. The commission did not take a formal vote on the staffing recommendation; Bellis said he will present the recommendation to the Village Council.
