Thomasville council approves grant-funded Economic Mobility Program Manager position and updates pay scale; renames downtown job Main Street Director

The Thomasville City Council on Sept. 15 approved a job description for a new Economic Mobility Program Manager position to be 100% funded for 30 months by a $340,000 grant from ICMA and the Gates Foundation. Deputy City Manager Eddie Bowling presented the role as the City's lead strategist on workforce and housing initiatives, financial empowerment and education pathways.
The council voted unanimously (6-0) to adopt the job description, after Bowling described responsibilities that include building cross-department partnerships, developing performance metrics, drafting reports and policy recommendations, and representing Thomasville in cohort meetings with other grant recipients. Council Member JacQuez Johnson asked where the position would be posted; Bowling said it would appear on the City's website and social media, be circulated through ICMA, and be posted to a LinkedIn page established for the hiring process. Bowling also said ICMA will play a strong role in selecting the candidate.
Council later approved an amendment to Appendix A to establish Grade 36 for the Economic Mobility Program Manager, setting a minimum hiring range of $74,351.80 and a maximum of $126,398.97. That motion passed unanimously. City Manager Michael Brandt told council there will be no departmental or grade changes beyond establishing the new pay grade for the position.
Separately, the council approved renaming the Downtown Economic Development Director position to Main Street Director after the city earned Main Street program designation this past summer. Michael Brandt explained the name change carries no change in grade or salary; the council approved the title change unanimously (6-0).
Votes recorded at the meeting show consistent unanimous support for the job description, pay-grade amendment and title change. The Economic Mobility Program Manager position is tied explicitly to the $340,000 ICMA/Gates Foundation grant accepted by the City the previous month; council approved posting and recruitment steps as described by staff. The council also approved related consent items and concluded the meeting after a closed session in which no action was taken.
