Council advances several ordinances and fees on first reading; R‑21‑26 approved on second reading
Summary
The City Council approved a consent calendar, advanced multiple first‑reader ordinances (including parking‑district and cottage‑food items) and referred a fees update to the finance committee; R‑21‑26 was adopted on second reading naming the city attorney as resident agent for service of process.
At the July 13 meeting the council moved a package of routine and introductory measures and completed one second‑reading vote.
The consent calendar (including the journals of proceedings CCM 6/1/26, CCM 6/8/26 and CCM 6/22/26) was approved by voice/roll call.
On first reading the council advanced:
• O‑12‑26, removing streets from Special Residential Parking District No. 5 (referred to public safety and transportation committees);
• O‑15‑26, allowing cottage food businesses as home occupations (referred to planning commission and rules & city government committees); and
• R‑29‑26, an update of fiscal year 2027 city fees, which the mayor and sponsors referred to the finance committee for additional review and a public impact analysis.
On second reading the council adopted R‑21‑26, designating the city attorney as resident agent for service of process.
No controversial amendments were introduced on the floor during the meeting; most measures were advanced for committee review or routine administrative action.
