Selectmen approve permits, a CWSRF disbursement and amend transfer-station fees

At their Nov. 6 meeting the Troy Board of Selectmen cleared a slate of routine but operationally important items.
The board reappointed Kim Swett as Deputy Treasurer through March 2026. It approved a driveway permit for Map 29, Lot 1-2 and building permit #2025-46 for Map 12, Lot 17-1. An alcohol permit was approved for an event at the Samuel E. Paul Community Center on Nov. 8. The board also authorized NH DES CWSRF disbursement request #12 in the amount of $7,630.34 and empowered the Town Administrator to sign the disbursement request.
Noting that flat fees for certain electronics disposal were not covering the town’s costs, the board amended the Transfer Station fee schedule to charge $0.50 per pound (rounded up) for microwaves, TVs, and monitors. The motion passed 3-0-0.
The board approved payroll runs (10/27/25: $27,877.78; 11/3/25: $26,545.90) and multiple accounts-payable runs, and accepted public and non-public meeting minutes from Oct. 16, 2025, by unanimous vote.
Why it matters: These administrative approvals keep town services operating and address cost-recovery for waste disposal. The CWSRF disbursement moves a state-funded clean-water project payment forward; the transfer-station fee change is intended to align disposal charges with actual costs.
What’s next: Town staff will implement the new fee schedule, process disbursement paperwork, and publish the approved permits and minutes.
