Thomasville council issues proclamations and unanimously approves consent agenda, including T‑Mobile lease and social‑media policy

The Thomasville City Council on Oct. 20 issued community proclamations and approved a consent agenda covering minutes, budget adjustments, policy updates and lease matters.
Mayor Pro Tempore Lisa Shell read a proclamation designating October 2025 as Domestic Violence Awareness Month; Council Member Doug Hunt read a Cybersecurity Awareness Month proclamation urging residents to protect personal and municipal systems. Council Member Neal Grimes presented a Resolution in Support of Operation Green Light for Veterans, scheduled for Nov. 1–12, encouraging residents and businesses to display green lights in support of veterans. Mayor Raleigh York Jr. recognized Hannah Welborn‑Lewis, Miss Thomasville 2025, for community outreach and presented her with city tokens.
On the consent agenda, City Manager Michael Brandt presented several items. The council approved a budget amendment (2026‑P4‑01) that appropriated $50,000 from the Recreation Reserve as the city’s local match for a Great Trails State Program (GTSP) grant study; the amendment also reflected $55,000 appropriated to account for a two‑year capital lease for Flock Al license plate recognition cameras and software (the annual rental cost of $26,200 had already been budgeted), $2,415 from sale of recyclable materials for police supplies, and $2,146 from plant sales for the Beautification Fund. The Recreation Reserve balance after the appropriation was recorded as $308,791. The council also approved an updated Social Media Comment Policy based on guidance from the UNC School of Government allowing staff to hide comments that are profane, off‑topic, illegal, or infringing on copyright. The consent agenda included an extension of a lease with T‑Mobile for two additional five‑year renewal terms on the Turner Street water tower on the same terms as the current lease.
Council Member JacQuez Johnson moved to approve the consent agenda; Council Member Doug Hunt seconded. The motion passed unanimously, 6–0.
What happens next: items approved on the consent agenda will be implemented by city staff; the GTSP local match was recorded in the budget amendment and the capital‑lease accounting was updated to comply with GASB 87.
