Council hears Laconia Community Power rate and opt‑out timeline

Laconia Community Power officials briefed the City Council on Feb. 23 that the community aggregation program secured a below‑utility supply rate for a limited initial term and is preparing an opt‑out enrollment.
Howard Plant of Freedom Energy Logistics, attending by Zoom as the program administrator, said the procurement secured a roughly six‑to‑seven‑month supply starting with April 1 meter reads at 10.286¢ per kilowatt‑hour from Direct Energy. By comparison, he said the Eversource utility supply rate that became effective Feb. 1 was 11.303¢/kWh for a comparable six‑month period.
Plant said opt‑out postcards were mailed Feb. 20 and described an opt‑out window of March 26–27 before the meter reading period begins. Accounts will be automatically enrolled unless an account already has a third‑party supplier or is net‑metered for solar, in which case the account would not be automatically enrolled but could opt in.
Councilors asked clarifying questions about the opt‑out mechanics and eligibility for solar accounts. Manager Kirk Beattie noted that the Planning website includes program information and a short Q&A video for residents.
The briefing did not commit the city to a long‑term contract; staff stated the program will not launch unless a rate below the utility supply rate is secured for participants.
