Maggie Valley Zoning Board appoints David Carriker chair, swears in two members

DAVID CARRIKER WAS APPOINTED CHAIR AND TWO MEMBERS SWORN IN
At a meeting on March 5, 2025, the Town of Maggie Valley Zoning Board of Adjustment appointed David Carriker as its chairman for 2025, named Amber Patterson vice chair, and administered oaths to Jim Heise and Derek Worrell.
The board convened at 10:28 a.m., and Town Planner Sam Cullen confirmed a quorum. Cullen read that the Board of Aldermen had appointed Jim Heise as a full member; Heise was sworn in by Town Clerk Kathy Johnson at 10:31 a.m. Cullen also read that Derek Worrell had been appointed an alternate member; Worrell was sworn in at 10:32 a.m.
Shelly Clement nominated Carriker for chairman; Clement moved the appointment and Jim Heise seconded. The motion passed unanimously. Carriker then moved to appoint Amber Patterson as vice chair for 2025; Shelly Clement seconded and that motion also passed unanimously.
The board approved corrected minutes from the Sept. 19, 2024 meeting after Shelly Clement pointed out a misspelling of her name. Jim Heise moved to approve the corrected minutes and Shelly Clement seconded; the motion carried unanimously.
Planner Cullen used the meeting to thank outgoing members Bill Banks and Marion Hamel and presented each with a plaque. Bill Banks expressed his appreciation for the opportunity to serve and referenced his time serving with former Mayor Ron DeSimone; Marion Hamel said, "It has been a pleasure to serve on the Board." Bill Banks handed Carriker a binder on the duties and processes of the board chair.
Under other business, Cullen said the zoning board training previously scheduled for April 30 was moved to May 7 and urged members to attend because of recent changes in law; he said a PowerPoint would be distributed in advance. The meeting adjourned at 10:48 a.m. after a motion by Jim Heise, seconded by Derek Worrell.
The Zoning Board of Adjustment's next substantive engagement is the May training session; no formal land-use applications or contested hearings were on the March 5 agenda.
