Montrose County pulls Puzzle HR payroll contract after treasurer’s office flags banking access language

A proposed county payroll-services contract with Puzzle HR was removed from the May 4 agenda after the treasurer’s office raised concerns that the contract requested banking information and would allow a third party to access county bank accounts.
Rosemary (speaker 11) said she had not been consulted and noted the contract ‘‘asks for banking information...and is giving approval for the new company...to access our bank accounts and do automatic withdrawals, etcetera.’’ She added that the only authorized signers for that kind of access are the treasurer or the chief deputy. The board directed staff to pull the item so the treasurer’s office could review the contract and reconvene with appropriate staff.
Julie (speaker 4) said she would follow up with the treasurer office and confirm whether the vendor’s web-based payment options changed the need for ACH authorization. Commissioners emphasized the need to loop in the treasurer before returning the contract for approval.
