Planning staff presented the Ray Major Subdivision preliminary plan to divide a 28-acre lot into three lots and explained why the proposal qualifies as a major subdivision under county regulations.
Talmadge summarized the plat changes and conditions, including Tri-County water service, septic wastewater disposal, removal of remnants of the old Ray Lumber sawmill and design and maintenance of a new road (Lucky Logger Lane/Court) to support fire apparatus. He said the planning commission recommended approval subject to fire district conditions and right-of-way dedications to support future connectivity.
Planning staff noted the fire-protection district concluded current fire flow did not warrant installing hydrants for the three-lot division, but recommended mitigation including upkeep of roads and removal of lumber remnants. "There's not enough fire flow to warrant a hydrant," Talmadge said while explaining the district's conditions.
Commissioner Kirsten Copeland moved to approve the preliminary plan based on the findings of fact and subject to the conditions listed in the staff report; the chair seconded and the motion passed with all present commissioners voting in favor.
The approval allows infrastructure construction to begin; final plat review will verify that required conditions (removal of lumber remnants, road design that supports apparatus, and right-of-way dedication) have been implemented before final recording.
