Montrose County staff presented a proposed policy May 4 designed to govern how county employees use artificial intelligence tools, with an emphasis on data protection, transparency, and distinguishing work product from final deliverables.
Matt (speaker 13), who led the presentation, said the policy “kind of encompasses things we should not be putting out to AI, how we... will be using AI, what is actual, finished product versus just work product.” He emphasized that the policy will clarify when staff may use AI and when they should avoid it, and that training materials would be posted to the county’s internal site.
Commissioners asked about training and incidental AI features embedded in software vendors such as Zoom. Matt said meeting organizers will need to announce AI-enabled recording or transcription and that participants should have a choice. “If you enable that, then you have to agree to it, I would think, when you join,” Matt said, and added that staff will provide guidance on opting out.
Board members agreed the policy can remain on consent for now but suggested a tickler for periodic review as technology evolves. Staff said they will make educational materials available and consider a quarterly update schedule so the policy keeps pace with changing vendor features and legal expectations.
