Montrose County work session moves several consent items: local WIC support, interpreter contract, community grant and permits

Montrose County staff reviewed a batch of consent-agenda items at the April 13 work session, including an intergovernmental WIC support agreement, an interpretation-services contract, a community partnership grant, special-events permits and planning items for minor subdivisions.
Mirza, representing the Board of Health, described an intergovernmental agreement with Delta County for WIC program support that would run from May 1, 2026, through Sept. 30, 2027. Under the agreement the Delta County WIC director will provide in-person support for Montrose County’s WIC program, focused on high-risk counseling and breastfeeding counseling; the director will come at least one day per visit and could be present up to two days per week. Mirza noted there are quarterly reporting and referral requirements tied to the agreement.
Human Services presented a new contract for interpretation services for nonprofit and case-management agencies at $45 per hour; staff characterized it as additional capacity rather than a replacement for services from Gunnison. A community partnership grant of $10,000 to the New Glen Ataruta Fire Protection District was listed as a budgeted expense. Planning staff presented three minor subdivisions approved by the Planning Commission (including Eastern Sky Minor) and recommended placing them on the planning consent list.
Staff also described a pilot photo-booth concession at the airport with a county revenue share; staff later confirmed the county’s share is 30% of net revenue. A 4th amendment to an on-call geotechnical contract with Yeh and Associates for $11,350 was presented for additional testing tied to the Taxiway Delta intersection work.
Special-events permit requests included Montrose Baseball Incorporated’s May 2 event at Antler Ridge Wedding and Events Barn on Kinnikinn Road and the Colorado Plateau Mountain Bike Trail Association’s annual race at Electric Hills; staff said a liquor license and lease approval were part of the package for the race event.
Commissioners signaled agreement to keep these items on the consent agenda for formal action at the next regular meeting.
