Phoenix Lomalli, an applicant who identified themself at the microphone, told jurors, “We’re requesting 65 RV spots off of Earl Road.” Lomalli said a permit has been submitted and that they had spoken to Scottie Brown about installing a fence; jurors asked whether the fence would be completed before or during construction and were told it would likely be done during the process.
A committee member said the parish has not reached the density threshold in local ordinances and urged jurors to consider enforcement and policing if the development proceeds. “The one thing, without an ordinance, we haven't achieved that density, so we need to be thinking about this — how to police it if it doesn't get done,” the committee member said. Another juror said they had not heard opposition and expressed support for the Broken Oaks request.
Separately, the KEB RV Park application was listed in the record initially as 46 spaces and was corrected in the meeting to 51; jurors noted the site is being surveyed before final placement. Meeting comments said existing RV capacity in the area appears near maximum.
For Creole RV Park on West Creole Highway, the applicant stated the existing permit covers 25 waterlogs and the request is to extend the permit to 39 RV spots. The applicant told jurors they have not yet constructed the park because they are awaiting an Army Corps of Engineers wetlands determination and that they plan to install a new sewer line.
Jurors did not record final approvals of the permit requests in the morning session. The presiding officer said a public hearing will be held on a road-related issue and that members of the public may also address related topics at that hearing. The agenda indicated the permit items would be reviewed again on the voting agenda later in the meeting cycle.
