Ashland Select Board approves minutes, swears in sergeant and OKs tax warrant

The Ashland Select Board handled several routine but consequential items at its meeting, including approving minutes, swearing in a newly appointed police sergeant and approving tax-collection paperwork.
Chair opened the meeting and the board unanimously approved the minutes from March 28 on a motion by a Committee member and a second by another member. The Clerk read the appointment and administered the oath to Nicholas Shanahan of Franklin, New Hampshire, who repeated the oath and signed required documents.
The Clerk announced a new municipal tax rate of $19.19 and said the town would collect $4,450,047.38 under that rate; the board moved to accept the tax warrant and approved it by voice vote. "We came up with our new tax rate of $19.19," the Clerk said as the warrant was presented.
The board also considered two properties (map/lot 213-010 and 112-018) whose owners have died and for which no claimant has come forward after three years of notice and newspaper advertising; after confirming that the town had sent letters and run an advertisement, a member moved to allow the town to proceed with tax-deeding if the properties are not claimed by the Nov. 19 deadline, and the motion passed.
Finally, the board signed an excavation record acknowledging that roughly 15,000 cubic yards of material had been removed from a West Street site; signing enables staff to generate a gravel tax warrant. The Economic Development Committee also recommended the Select Board publish a request for proposals for a town waste-management solution; members said that item may appear on a future agenda for public discussion.
The board moved from routine business into budget review after these actions; no additional final votes on the budgets were taken at this meeting.
