Beaufort County transportation committee updates timelines for Land's End, Island Causeway and Holly Hall Road

The Beaufort County Transportation Committee received updated schedules Sept. 18 for several resurfacing projects, including Lands' End, Island Causeway and Holly Hall Road, and staff warned that contractor availability and seasonal limits on thermoplastic markings will shape final timing.
Tracy (Presenter) told the committee that Lands' End subcontractors are scheduled to begin mixing on the 23rd for about four days, with milling planned for the 27th and paving expected that Saturday. "We finally got some movement," Tracy said, noting mix designs have been coordinated and a subcontractor agreement reached.
On Island Causeway Tracy said crews will begin mixing on Friday, then mill the following Monday for roughly two days and pave for two more days. Because work has produced local congestion, staff arranged a pilot car and asked contractors to consider starting critical movements at about 8 a.m. when possible to reduce school- and commute-time impacts.
Holly Hall Road is slated for work toward the end of September. Tracy estimated about 15 days of mixing, five days of milling and five days of paving; staff also flagged that thermoplastic pavement markings are seasonal and crews aim to complete them before winter weather reduces options.
Committee members also discussed pavement markings: staff reported a revised plan with about 27 rows and said they are seeking pricing for additional rows. Staff set a mid-October target to start markings, with completion aims before the colder months make thermoplastic impractical.
The committee also confirmed prior decisions recorded in meeting materials, including the July 17 minutes being approved by voice vote.
What comes next: staff will publish scheduling notices on the county website and post contractor media notices when lane closures are scheduled. Members said they will monitor contractor sequencing and timing, and review bid packages as procurement steps complete.
