Williston approves engineering contracts for landfill work and airport projects, and awards design for XWA hangar

Williston commissioners on Jan. 13 approved multiple engineering and airport contracting items, including a task order for landfill engineering, a construction change order for the East Airport Ditch, and a design agreement for a revenue-generating hangar at Williston Basin International Airport (XWA).
Public Works Director Kenny Bergstrom presented Task Order Authorization #23 for Burns & McDonnell under the city's professional consulting services agreement. The task order covers North Dakota Department of Environmental Quality reporting, groundwater monitoring, landfill gas management and development of a remediation plan addressing recently observed landfill gas migration. The board approved the task order for a fee not to exceed $178,000 (motion carried 5-0).
City Engineer David Juma described a Central Specialties change order request for the East Airport Ditch (Change Order 120325) totaling $23,558, covering unanticipated asphalt removal ($3,650) and earthwork haul-off ($19,908) after non-suitable material was discovered. The change would revise the contract price to $1,023,738.82. Commissioners approved the change order 5-0.
At the airport agenda, Interim Airport Director Ryan O'Rear presented selection and fee negotiations for Short Elliott Hendrickson Inc. (SEH) to design a 120' x 120' heated box hangar intended for aircraft maintenance and lease to Overland Aviation. After comparing SEH's proposal and independent fee estimates from TKDA, the SEH fee was negotiated to $341,000. O'Rear said the total hangar project is estimated at roughly $4.4 million with an anticipated 95% federal match through FAA AIG funding; the city will proceed with design at risk to preserve expiring grant funds. The board approved awarding the design contract to SEH 5-0.
O'Rear also presented an hourly SEH 'ad hoc' task order for miscellaneous consulting services — CIP development, hangar site development, pavement and operational analyses — not to exceed $35,000. The task order is payable only if the city issues written notices to proceed; unused funds will not be billed. The board approved the task order unanimously.
The measures together commit the city to short-term consulting work and a design contract that will move airport construction planning forward pending grant award and further permitting.
