Williston pledges up to $10 million for Ice and Turf facility, offers land and hangar in support package

The Williston City Commission on Sept. 23 approved a resolution committing $1 million annually for ten years (up to $10 million) to support the Williston Ice and Turf hockey and convention facility, along with related land and asset contributions.
The administration described the funding as part of the city's quality-of-life allocation from the public safety sales tax and said approximately $13 million in adjacent infrastructure improvements will also be advanced to support the project. The city will sell 17 acres at a reduced price of $1.65 per square foot and dedicate the former Sloulin Field Airport hangar, which staff estimated at roughly $4 million in value.
Economic Development Director Anna Nelson said some project costs are being managed through infrastructure commitments and that certain STAR Fund buy-downs and other state tools have been and may be used. The commission approved Resolution 25-021 by unanimous voice vote.
The resolution frames the city's financial commitment as subject to standard project development steps; commissioners said the public overwhelmingly supported the facility in the sales-tax revote that allocated a portion for quality-of-life projects.
Next steps: staff will continue project-level planning and coordinate infrastructure work; commissioners authorized the commitment formally through Resolution 25-021.
