Williston commission approves disabled‑veteran parking ordinance, gives first reading to large‑format retailer alcohol license

The Williston Board of City Commissioners on Aug. 26 unanimously adopted Ordinance 1170, a measure amending the city’s disabled‑veteran parking rules to allow the designation “DV” on license plates to align local wording with the North Dakota Century Code.
City Attorney Taylor Olson presented the ordinance at its second reading and recommended passage. "This is the second reading of Ordinance 1170 amending the rules of Disabled Veteran Parking to allow 'DV' on the license plate to notify that the individual has a handicap license to match the wording on North Dakota Century Code," Olson said. A motion by Commissioner James Bervig, seconded by Commissioner Victoria Siemieniewski, carried 4‑0 (Gjovig, Siemieniewski, Bervig, Klug voting aye).
At the same meeting the commission heard the first reading of Ordinance 1171, a new licensing category the city is calling a Large‑Format Retailer License. Olson described the proposal as intended for big‑box stores that meet a minimum square‑foot specification and would be permitted to sell beer, wine and liquor for off‑premise consumption. "It is for large format retailers only and you must hit a specification of square feet in the store, you can sell off sale beer, wine and liquor for consumption off premise," Olson said. He outlined operational requirements and said, "The fee is $50,000 for the initial issuance and then $2,500 annually. The license is non‑transferable and is not limited by population."
Commissioners approved the ordinance on a first reading by motion of Commissioner Victoria Siemieniewski, seconded by Commissioner Lucas Gjovig; the vote was recorded as 4‑0 in favor (Gjovig, Siemieniewski, Bervig, Klug).
The measures were handled during the regular meeting at City Hall and via GoToMeeting. Ordinance 1170 passed on second reading and is adopted; Ordinance 1171 passed its first reading and will return to the commission for subsequent consideration on a later meeting agenda.
