Williston approves rezoning to allow Park District purchase and soccer fields

City Planner Kent Jarcik presented a set of zone changes at the Oct. 14 Williston City Commission meeting to enable transfer of property from the Anseth family to the Park District. The proposal splits an existing parcel so that one 16,402-square-foot lot would be rezoned from R-1E (Rural Estate) to R-1 (Single-Family Residential) for an existing home, while two remaining parcels — 4.88 acres and 5.01 acres — would be rezoned from R-1E to P (Parks & Open Space) to allow park development, including soccer fields to meet growing demand.
The Planning and Zoning Commission recommended approval contingent on the property transfer; if the transfer does not occur, the current zoning would remain. President Howard Klug opened the public hearing three times and received no comments. Commissioner Victoria Siemieniewski moved to approve the rezoning as presented; Commissioner Lucas Gjovig seconded and the motion carried 5-0.
The rezoning clears a land-use step required for the Park District to proceed with acquisition and park planning, but the approval is explicitly contingent on the property transfer described at the hearing.
