Commission rezones Highway 2 lot to general commercial; staff warn about water, sewer and gas-easement constraints

The Williston City Commission unanimously approved Sept. 9 the rezoning of Sublot 1 (SW1/4 NW1/4, Section 25) from Agriculture to C-2 General Commercial to enable future commercial development along Highway 2.
City Planner Kent Jarcik told commissioners the lot was created before annexation and could be developed within the limits of existing water and sanitary services. Jarcik explained the property currently connects to a 4-inch rural water line that "would not be adequate to provide fire flow," and there is no city sewer service; future developers will need on-site sewage systems or to haul to the city's Water Resource Recovery facility unless city services are extended.
Jarcik also pointed to an existing 80-foot access and utility easement on the property's west side and said a WBI gas line crosses the parcel within a 50-foot easement. "The applicant will need to be aware of the Criteria for WBI Energy Easements for any future development," he said.
The public hearing drew no speakers and the commission approved the rezoning 5-0. The transcript does not record any additional conditions tied specifically to water or sewer hookups; those requirements will be determined at the time of development and permitting.
