Legislative Audit Committee requests DOT follow-up, acknowledges State Fund audit, and adopts LAD budget

On Sept. 12, 2024, the Legislative Audit Committee approved several procedural motions and adopted its Legislative Audit Division (LAD) budget for the coming biennium.
Sen. Pat Flowers moved that the committee invite the Department of Transportation to appear at the next meeting to report on any changes to protocol to allow for proper accounting for grants; the motion carried unanimously by voice vote. Shortly afterward, auditors from Eide Bailly LLP presented the Montana State Fund audit (24C-15). Holly O'Dell, President/CEO of Montana State Fund, provided the agency response; Sen. Flowers moved that the committee acknowledge receipt of the audit report and file it, and the motion carried unanimously.
The committee then considered the LAD biennial budget. Deputy auditors presented the budget proposal and staffing request. Vice Chair Rep. Laura Smith briefly moved to grant one full-time employee instead of the requested 0.25 FTE but withdrew that motion. Chair Jason Ellsworth then moved that the committee accept the budget as proposed; after discussion and a call for the question, the motion carried unanimously by voice vote. Committee members discussed efficiencies and staff-hour estimates during the budget debate.
The meeting closed with status updates from deputy auditors and brief public comment from Jeri Croteau. The committee adjourned at 3:29 p.m.
