The Legislative Audit Committee reviewed an audit examining a vendor-first approach to agency IT services, using the Department of Labor and Industry (DLI) as a test case. Senior Information Technology Auditor Hunter McClure presented findings and recommendations about controlling shared services and contract management.
Kevin Gilbertson, chief information officer for SITSD, and Sarah Swanson, DLI commissioner, provided the agency response and answered questions. Representatives asked about the contract process, the audit’s time period, documentation practices, and whether agencies had implemented recommended changes. Senator Kathy Kelker and Representative Emma Kerr-Carpenter pressed for written documentation and clarification about implementation timelines.
After discussion, the committee moved to acknowledge receipt of the audit report and to file it in accordance with law; the motion carried unanimously by voice vote. Committee members and staff noted several recommendations the agency did not concur with and flagged those for follow-up in the audit record.
