Brentwood aldermen approve several design and engineering contracts and an MOU to assist Webster Groves court

Public works staff (Eric) said the Hanley Comfort Station design (originally prepared in 2021) must be updated because permits expired and the Metropolitan St. Louis Sewer District (MSD) changed permitting requirements that now require raising the building one foot; the city also adopted the 2024 International Building Code, requiring additional design work. The board approved Resolution 1584 to reengage SWT for redesign and to prepare bid documents; staff said funding will be shifted from other lines and reserves to cover redesign costs.
Separately, the board approved Resolution 1585 to hire Planning Design Studio to prepare construction documents for gateway monument signage; the firm’s lump‑sum fee is $106,000, and staff recommended using capital improvements fund reserves to pay for the work. The RFQ selection emphasized graphic design and lighting partners, including Reid Birkett Lighting.
The board also approved four on‑call traffic and transportation engineering contracts (Resolutions 1586–1588 and 1590) to give the city options for traffic impact studies and related work amid anticipated redevelopment in the Manchester Corridor. Firms added to the roster include CBB, HR Green, Horner & Shiffrin, and Thuvineau Wade & Marchon (TWM); staff said the on‑call arrangement lets the city issue task orders as needed.
The board approved Resolution 1589 to contract with Robin Frankel for on‑call crisis communications consulting following an RFQ and interview process.
Finally, after an emergency short‑term arrangement that began March 25, the board agreed to an intergovernmental MOU under which Brentwood staff will provide court administration services to Webster Groves Municipal Court on a month‑to‑month basis (not to exceed three months) while Webster Groves finds a permanent administrator. The MOU authorizes the city to charge for services; Brentwood personnel who provide the extra work will receive a temporary salary adjustment. The board approved a second reading and perfected bill 6603; it passed and became Ordinance 5223.
On the consent agenda earlier in the meeting, Alderman Goad recused himself from warrant list item B for a conflict of interest; the board approved the remaining consent items and later approved the warrant list with Alderman Gold recorded as abstaining on the warrant vote.
