Roswell — The City of Roswell on July 13 authorized the mayor or city administrator to sign an intergovernmental agreement (IGA) with Fulton County to collect and distribute 2026 transportation special‑purpose local option sales tax (T‑SPLOST) proceeds, with the city’s share reported as roughly 0.04% of collections by population.
Transportation Director Andy Flager described the IGA as the final step in the T‑SPLOST process and said Fulton County will collect the tax and distribute each participating city's share. "Our portion based on population is 0.04% of the taxes collected," Flager said.
Council member Christine Hall asked for clarity about tier‑one projects, noting the agenda included an aggregate $15,000,000 line for resurfacing and asking whether the council had constrained how much could be spent in the first year. Staff replied that while the list includes an aggregate amount, individual projects and the release of funds would come back to council for approval. "As we spend funds out of this amount, my understanding is it does come to the council for approval to use T‑SPLOST money for certain projects," a staff member said.
Council member Chris Zack asked whether costs for the north‑side sidewalk on Riverside Road could be broken out; staff indicated such changes would require redesign and that the sidewalk is currently part of the full project package, not an item that can be removed without revisiting the full design.
The council moved and unanimously approved the authorization for the mayor or city administrator to sign the IGA with Fulton County. City staff said individual project spending from the T‑SPLOST fund will require subsequent council approval.
The IGA approval clears the way for Fulton County to finalize collections and for Roswell to begin allocating its share to the projects on the agreed list, subject to later council review for each project-specific expenditure.
