Commission approves 2017 cash‑proffer survey, regulation review schedule and sets annexation study meeting

Commissioners on May 9 approved several administrative items: the 2017 Cash Proffer Survey instrument and delivery method, the schedule for the periodic review of Commission regulations, and an update on the Annexation Study and its next meeting.
Kristen Dahlman presented the cash‑proffer survey, saying staff recommended electronic distribution on July 1 with a response deadline of September 30; she noted that under recent changes to cash‑proffer legislation some categories are deemed unreasonable but recommended retaining those categories in the survey because Code of Virginia provisions allow localities 12 years to start progress on a project from the date funds were collected. Bruce C. Goodson moved to approve the survey and electronic delivery; Victoria L. Hull seconded and the motion passed unanimously.
J. David Conmy briefed the Commission on the required four‑year periodic review of the Commission’s regulations under Executive Order 17, noting the last completed review was in 2013 and asking commissioners to review regulations ahead of the July meeting so an open comment period in the Virginia Register can be scheduled. Bruce C. Goodson moved to approve the review schedule; Victoria L. Hull seconded and the schedule was unanimously approved.
Mr. Conmy also announced the Annexation Study’s next meeting: Wednesday, June 7 at 1:00 p.m. at the Virginia Housing Center, where Ali Akbor will present his analysis of mandated services and staff will refine recommendations. The Commission noted that Kimble Reynolds Jr. will replace Victoria L. Hull as co‑chair of the study alongside Chair Linderman.
Separately, staff presented an amended commending resolution for John Stirrup that added a listing of cases presided over during his tenure as chairman; staff recommended retaining uniform resolution templates while allowing such case listings in future templates.
