Commission to press three cities for missing data, delaying Fiscal Stress Report

The Commission on Local Government agreed March 14 to seek missing submissions from three localities that are delaying completion of its Fiscal Stress Report for 2014–2015. Ali Akbor, the Commission’s staff analyst, reported that Richmond, Hopewell and Manassas Park had not turned in Local Government Comparative Reports to the Auditor of Public Accounts (APA), leaving the Commission unable to finish its analysis.
"We will have to wait until the APA has full information from all localities before completing the report," Akbor told commissioners. Commissioner Bruce C. Goodson suggested issuing a press release stating the Commission is ready to release its report but needs those localities' data; after discussion, the Commission unanimously agreed to send letters to the city officials and to copy agencies that use the Fiscal Stress Report, citing APA code where appropriate.
Policy Administrator J. David Conmy said staff and Mr. Akbor would draft the letter and coordinate approval and transmittal through Chair Diane M. Linderman. The Commission also discussed outreach options, including copying the APA and other relevant agencies to increase the likelihood of compliance.
The action is procedural: staff were directed to draft and circulate the letter for the Chair's sign-off and transmittal. No vote tally of individual commissioners was recorded beyond unanimous approval of the approach. The Commission did not set a public release date for the Fiscal Stress Report; completion remains contingent on receipt of the missing locality data.
Next steps: staff will prepare the draft letter and coordinate approval through the Chair; the Fiscal Stress Report will be completed after the APA confirms submissions from the three localities.
