Staff reports: COIA deadlines, city‑status criteria, annexation timeline and task force plans; Commission adopts 2018 schedule

Policy Administrator J. David Conmy briefed the Commission on administrative items during the Nov. 9 meeting. Conmy reminded commissioners that Conflict of Interest Act (COIA) disclosure forms are due in February and clarified requirements for certifying independent city status once decennial census data are released: a locality qualifies if it held independent city status prior to July 1, 1971, or, if incorporated after that date, has a population greater than 5,000.
Conmy also presented an annotated timeline for the Commission’s annexation study and noted the next meeting would be in December at the Virginia Housing Center. Regarding the Governor’s Task Force for Local Government Mandate Review, Conmy said staff would engage the Governor‑Elect’s transition team to discuss continuity and local government priorities; the Task Force is scheduled to sunset on July 1, 2018.
Chair Linderman reviewed the proposed 2018 meeting schedule. Staff recommended moving the November meeting to the Thursday prior to the regular second‑Tuesday meeting because of Thanksgiving and the Virginia Governor’s Housing Conference. Commissioner R. Michael Amyx moved to approve the schedule with staff’s recommendation, and the minutes state the schedule will be the adopted 2018 calendar; the minutes do not list a vote tally or the name of a seconder for that motion.
