Commission on Local Government stakeholders continue annexation alternatives study, approve minutes

Commission on Local Government Chair Diane Linderman called a stakeholder meeting to order at 10:37 a.m. on Sept. 20, 2017, in Charlottesville to continue work on alternatives to the annexation moratorium.
Stakeholders unanimously approved the June 7, 2017, meeting minutes after a motion by Kelly Harris‑Braxton and a second by Joe Lerch. DHCD policy staff then summarized recent progress: subcommittees on Fiscal and Structures have been meeting, and staff expects the groups to further define recommendations over 2–3 more stakeholder meetings.
J. David Conmy, Local Government Policy Administrator, said staff will follow up to set a potential meeting in early December or January and will assess whether an interim report for the 2018 General Assembly is feasible; he noted the study mandate does not require an interim report. Co‑Chair Diane Linderman asked each subcommittee to identify roughly five recommendations and to name "champions" who could present proposals if the General Assembly requests briefings.
Stakeholders broke into their Fiscal and Structures subcommittees, reassembled at about 12:26 p.m., and reported back. The meeting adjourned at 12:34 p.m.; staff will contact participants about scheduling the next session.
The meeting record and subcommittee notes document several specific proposals and follow-up tasks the Commission will consider as it prepares recommendations for the General Assembly.
