Commission previews annexation alternatives study timeline and plans stakeholder review and public hearings

Commission staff updated members on the Annexation Alternatives Study and outlined a schedule for drafting, stakeholder review and public hearings.
J. David Conmy reported the Annexation Stakeholder group last met on Dec. 11, 2017, and staff has begun drafting the study. The plan is to share a draft with stakeholders in the spring, present a draft with stakeholder feedback to the Commission in late spring or summer—potentially at the May meeting—and then hold one or two public hearings before final consideration at the November Commission meeting. The final report is intended for submission to the General Assembly in December.
Commissioners discussed the topics and recommendations that had emerged from the stakeholder group and directed staff to produce an initial draft for Commission review prior to the next stakeholder meeting. Commissioners emphasized the importance of sufficient context and background in the draft to inform stakeholders and the public.
