Commission staff report highlights Opportunity Zones, appointment to chief deputy and heavy bill workload

Policy Administrator J. David Conmy reported to the Commission on Local Government on March 13 that staff have been heavily engaged this General Assembly session and are working on a new federal Opportunity Zones program.
Conmy reminded commissioners that Conflict of Interest Act economic interest statements were due Feb. 1 and reported no update on a vacant commissioner appointment. He said Courtney Dozier "was appointed to the position of Chief Deputy" and noted her background at the Pew Charitable Trust working on criminal justice reform, workforce development, election administration and payday lending.
Conmy also flagged news articles that may lead to future case reviews, including legislation introduced during the session that would mandate a growth‑sharing agreement among eight Southwest Virginia localities; he asked the Commission to be sensitive to the unique nature of such a case and said he would hold internal agency discussions and update commissioners at the May meeting.
Staff reported that the agency had its highest volume to date of bills assigned for Legislative Action Summaries (172), with 104 bills reviewed for fiscal impact and 26 qualifying for assessment. Mr. Ali Akbor also traveled to Boston to meet with the Pew Charitable Trust on state‑local fiscal stress monitoring.
