Commission hears fiscal‑stress data gaps and General Assembly budget uncertainty; Task Force to sunset July 1
Summary
Staff told the Commission that Manassas Park and Hopewell have not submitted financial data to the Auditor of Public Accounts and that the fiscal‑stress report will use prior‑year data for those localities; staff also reported that the General Assembly had not approved a final budget and that the Local Government Mandate Review Task Force will sunset July 1, 2018.
At the May 8 meeting, staff briefed the Commission on two issues: gaps in fiscal‑stress reporting for 2015–2016 and recent General Assembly developments.
Senior Public Finance Analyst Ali Akbor reported that Manassas Park and Hopewell had not submitted their financial information to the Auditor of Public Accounts; because of those missing submissions, the fiscal‑stress report will be presented at the next meeting using the previous year’s data for those localities. Separately, staff reviewed bill changes from the 2018 special and reconvened General Assembly sessions and stated there was not yet an approved budget.
Policy Administrator J. David Conmy additionally informed the Commission that the Task Force for Local Government Mandate Review is scheduled to sunset on July 1, 2018. The minutes record the staff updates but do not include further motions or formal actions tied to these briefings.
