Commission approves master capital assessment ordinance to enable payment plans for local improvements

The Ocoee City Commission voted 4–0 on July 7 to adopt an ordinance creating Chapter 105 of the city code to authorize master capital project and service assessments, staff said.
City staff and Director Bowling described the ordinance as a tool to implement a 10‑year non‑ad valorem assessment and payment plan for local improvements, noting that a grant paid for construction of a recent sewer connection and the ordinance will allow the city to offer assessment financing or upfront payment options to affected property owners. "This ordinance before you, sets us up to be able to provide this assessment program," staff told commissioners.
The ordinance provides procedures for adopting assessment rolls, creating assessment areas, collection mechanisms, lien priority consistent with state statutes, exemptions, and issuance of obligations. The commission approved the ordinance with a unanimous recorded vote; Commissioner Firstner was absent.
