Gary L. Warden of Scottsboro addressed the Jackson County Commission on July 13 about unpaid garbage bills and the treatment of low-income residents. Warden said he had researched poverty thresholds and urged the commission to consider whether the county provides grace periods, hearings, or other processes before pursuing garnishment or prosecution.
Warden cited a historical figure of about 1,200 unpaid garbage accounts and said eligibility for relief should follow poverty guidelines. The chair thanked Warden for speaking and said staff would review the issue; the commission did not provide an immediate answer and indicated it would follow up.
