Board hears water-bill appeals; one reduction approved, one tabled

The Board of Estimate reviewed several customer appeals over water and sewer charges at its July 2 meeting, approving relief in one case, tabling a second and taking no action on a third.
For 53–55 Horton Avenue, the owner said the notice did not arrive in time because the household had a newborn; the chair asked for a motion and none was made, so the request “died for lack of motion.”
For 34 Bears Drive, staff and Leonora (S5) located duplicate billing entries in the town’s billing system (KBS). The board voted to reduce consumption for the three disputed billing periods to 6,000 units each. Leonora said the duplication stemmed from an outdated record-keeping issue in KBS and that staff removed the duplicate entries when identified.
A third appeal, for 38 Washington Street, involved a resident’s claim that a toilet flapper stuck open and produced a very large volume of water in a 10-day period. The chair and Jacob (S3) questioned whether a flapper alone could produce the claimed volume; the board voted to table the matter for further review so staff could verify documentation.
The board’s action list shows the reduction at 34 Bears Drive approved and the 38 Washington Street item tabled pending additional evidence. No further schedule for the tabled item was given in the meeting record.
