Council approves bike-trail ordinance, adopts tax-distribution resolution and OKs event-space zoning variance

The Hammond City Council approved several measures during its July 13 meeting, voting unanimously on final passage of a bike- and trail-related ordinance, adopting a tax-distribution resolution and approving a special zoning action for an event space.
Ordinance 26-19: Final passage Council moved for final passage of Ordinance 26-19 (amending Title 7, Chapter 76, Schedule 15) to add locations to the city’s bike-pass schedule, including the Marquette Greenway, Erie Lackawanna corridor, Monon Trail, Wolf Lake Trail, Lake George Trail, Little Calumet River Trail and the Downtown Wolf Lake Corridor Trail. The motion for final passage was moved by Councilman Morphew (speaker 8) and carried on a roll-call vote of 9–0.
Ordinance 26-20: Gaming-fund appropriation introduced Council introduced Ordinance 26-20 to appropriate leftover 2025 gaming-fund monies into 2026 accounts and moved for 1st and 2nd reading; a public hearing was set for July 27. Sponsors said the transfer of leftover gaming funds into current accounts is routine.
Resolution 26R-16: Tax-distribution designation Council moved and adopted Resolution 26R-16, designating funds for distributions of the financial-institutions tax and commercial-vehicle excise tax for the 2026 distribution; the measure passed 9–0.
Special zoning action (Ordinance 26-21) Council adopted special zoning action 26-21 approving a variance requested by Raul Correa to operate an event space (general facility) at 1424–1430 Michigan Street in an R1 urban single-family district, subject to conditions set by the Board of Zoning Appeals and with the Hammond Police Department’s requirement for on-site security when alcohol is present. Council noted neighborhood notice within 300 feet and reported that neighbors were largely supportive; the motion passed 9–0.
Claims and minutes Council also approved minutes from the June 22 meeting and approved claims for the meeting period (claim numbers 4906–5476) with the claims total reported as $21,065,498.37; both votes passed on roll call 9–0.
Why it matters: The actions add defined bicycle/pedestrian corridors to municipal code, advance routine budget and fund transfers, and permit a conditional commercial use in a residential zone. The zoning approval includes explicit police expectations for security at events involving alcohol.
