Nevada council approves first reading of ordinance adding e-bikes and scooters to bike code, debates interior park restrictions

The Nevada City Council on Tuesday voted to approve the first reading of an ordinance amending Chapter 76 of the municipal code to add electric bicycles, scooters and other personal transportation devices.
Staff member 9, who presented the draft, said the proposal used a Des Moines model ordinance as a template and was tailored to Nevada’s downtown and park areas. "I was able to take that model template, kind of modify it as needed to meet the needs of Nevada, highlighting our downtown district as far as where they ride and where they don't," the presenter said.
Council debate focused on rules for Score Park's interior trail system and enforcement. One council member suggested allowing e-bikes on interior trails except during scheduled games, to which others replied that interior trails are heavily used by pedestrians and that a clear, permanent prohibition may be safer. A council member also raised concerns about imposing large civil fines on minors and discussed alternatives such as impoundment for repeat violators.
Chief Ray said the department fields daily complaints about scooters downtown and urged strong, clear rules and signage. The presenter agreed to refine language that defines "interior trail system" and to return with a revised draft before the final reading.
The council approved the motion to advance the ordinance at first reading by voice vote. Staff will produce clarified verbiage describing interior trails, propose signage, and incorporate council feedback before the next meeting.
