The City Council approved Ordinance 26-018 to allow a proposed accessory structure at Lot 1, Springfield Farms (Case ZC2609). Staff (Roderick, speaker 11) explained the property is in a planned development (PD-15) with deed restrictions governing allowable roofing materials; because the applicant proposes a heavy-gauge metal roof the proposal must go through the Specific Use Permit process.
Staff described the proposed building as a brick-clad accessory structure of about 1,200 square feet with an additional lean-to of roughly 500 square feet, accessible from the rear and not presenting garage doors to the street. Neighbors raised wind-safety questions: Darius Adams (referenced by the mayor) objected, citing high winds; applicant/neighbor Luke Barnley (speaker 7) said the proposed metal roof is rated for 110 mph and is a heavy gauge (26 gauge), and noted similarly constructed buildings exist on nearby Shawnee Road.
Staff and the city's building-code representative said the structure must meet building-code tensile-strength and engineering requirements and would be subject to the building-permit and inspection process after zoning approval. Council approved the ordinance by a 5-0 vote.
