Dominion Energy outlines planned 230 kV line rebuild affecting Clifton substation

Dominion Energy representatives Stephen Precker and David Farajollahi presented details of a planned partial rebuild of a 230-kilovolt transmission line that would run into the Clifton substation and replace structures and conductor along the existing corridor.
The company said the project is intended to maintain system reliability and strengthen existing infrastructure. Dominion’s slides stated that work would replace conductor and rebuild structures “in the same general vicinity as existing” lines, and that substation equipment at the Clifton site would be updated; Dominion said no new right-of-way is anticipated.
Dominion told the council it plans public engagement, including a virtual community meeting in early November, and anticipates filing an application with the State Corporation Commission later in 2022. The company projected construction in the Clifton area could begin in spring 2024 and conclude by late 2024 if the SCC approves the application.
Council members were given Dominion’s presentation materials and were told that additional information would be provided to the town before any formal action or permits were requested. No vote or formal council action was taken on the presentation itself.
