Clifton council adopts revised park rental agreement with tiered fees and guest limits

The Clifton Town Council on Aug. 2 adopted revisions to the town's park application and agreement that set explicit rental fees, capacity limits and operational terms for events in town parks.
Mayor Bill Hollaway moved to adopt the changes, including setting rental rates at $25 per hour for groups of 11 to 25, $50 per hour for groups of 26 to 60 and no fee for groups of 10 or fewer; Councilmember Darrell Poe seconded the motion, which passed 5-0. The council also agreed that groups may not exceed 60 people and that the application will be revised and published prominently on the town website.
The revised agreement specifies a two-hour rental minimum, a $150 security deposit, required cleanup by the applicant, and a set of rules prohibiting alcohol, fires, fireworks, amplified music, grills and certain attachments to the gazebo. The agreement states that no public restrooms are available in the parks and that rental hours are limited to daylight hours between 8 a.m. and 8 p.m.
Approved forms and payment instructions name the town Parks Chair (Donna Netschert) as the point of contact for reservations. Council members said the changes aim to clarify responsibilities for renters and help staff process requests consistently.
The council did not attach additional conditions to the adoption; the amended form and the rental policy will be posted for public access on the Town of Clifton website.
