Ogdensburg council approves payroll services contract, veterans property tax exemption and adopts two ordinances

The Ogdensburg Mayor and Council voted on a series of routine and administrative measures at their Feb. 23 meeting, approving a two-year professional services contract for payroll and accounting, granting a veterans property tax exemption and adopting two municipal ordinances.
The council authorized a non-fair-and-open contract with Action Data Services for payroll and accounting services under Resolution 35-2026. The contract proposal dated Feb. 9, 2026, sets annual compensation at $12,948.82, with a two-year term beginning Oct. 1, 2026, and an automatic one-year renewal unless either party gives 90 days' written notice of termination. The minutes note certification by the Chief Financial Officer that funds are available.
Mayor George P. Hutnick read the board’s statutory meeting notice at the start of the session. “Notice requirements of P.L. 1975, Open Public Meeting Act, NJSA10:4-6 et.seq. have been satisfied,” the minutes record.
The council also approved Resolution 36-2026 granting a veterans property tax exemption to Joel Gonzalez (Block 3.05 Lot 2). According to the minutes, the Veterans Administration assigned a 100% disabled veteran rating to Gonzalez on Jan. 13, 2026, and the exemption was made effective that same date; the clerk was directed to forward a certified copy to the Tax Collector and CFO.
On the ordinance front, the council adopted Ordinance 01-2026, which amends Chapter 3 (Police Regulations) Section 3-6 concerning littering, and Ordinance 02-2026, which amends Chapter 7 (Traffic) Section 7-10 to establish temporary parking prohibitions for snow plowing and removal. Mayor Hutnick opened the hearings for public comment on both ordinances; the minutes record no public comments and both measures were adopted by roll call.
Council also approved a municipal facilities application filed by Alyssa Allen, President of the Ogdensburg PTO, authorizing the PTO to use Ogdensburg Memorial Field for an Easter Egg Hunt on March 29, 2026, from 11 a.m. to 4 p.m., and waived the facility fee.
All votes on the minutes’ recorded items were approved by the roll-call majorities shown in the minutes. The minutes include standard directions for public inspection of the contract documents in the clerk’s office and a required publication notice for the contract award.
