Council waives facility fee for Cub Scout Pack 90 overnight at Heater’s Pond

Councilwoman Cowdrick moved to approve a facility-use application from Tom Tiseo, Den Leader of Cub Scout Pack 90, for use of Heater’s Pond beach and field for an overnight event on April 24–25, 2026. The motion included a request to waive the facility-use fee and was seconded by Councilwoman Lame. Council discussed whether a temporary authorization would be required to allow overnight camping on Borough property; Mayor Hutnick said the Borough would prepare a temporary authorization for that purpose.
Ms. Hough (Borough Clerk) confirmed the Scouts will provide a Certificate of Insurance once the dates are approved; Mr. Tiseo said, "you will get the COI as soon as I have the approved dates." Councilman Gordon moved to waive the fee and Councilman Ciasullo seconded the amendment to waive the fee. Both the amendment and the amended application passed with unanimous roll-call votes (Yeas: Ciasullo, Cowdrick, DeMeo, Gandarinho, Gordon, Lame). Mr. Maddaloni noted for the record that the procedure was consistent with Roberts' Rules of Order.
The Council asked the Parks and Recreation/Clerk’s Office to obtain the COI and finalize logistics in advance of the event.
