Council hears opposing views on proposed winter parking ban; police warn of resident hardship

Councilman Gordon presented a proposal to revise the Borough’s parking ordinance so that from Nov. 15 through Apr. 15 there would be no on-street parking between 11:00 p.m. and 6:00 a.m., and additionally when roads are snow covered. He characterized the change as a way to keep streets clear during winter storms.
Sgt. Sanfilippo strongly cautioned against a broad seasonal prohibition, saying it would impose unnecessary hardship on residents on non-snow nights. "If you are going to enforce this ordinance now residents are going to be inconvenienced every single day for how long the period is," he said, adding enforcement would be performed as Council directs but expressing his preference not to adopt a blanket seasonal ban. Councilmembers discussed signage, selective enforcement for actual snow events, repeat offenders and adjustments to fines to provide stronger deterrence.
Councilman Ciasullo and others noted the proposal would alter long-standing practice and could penalize residents who legitimately need to park on the street when there is no snow. The meeting record shows no ordinance was adopted at this session; Council directed further discussion and drafting of ordinance language and signage options for later meetings.
