Phil Aiello, the applicant's representative, told the Board he consulted an entomologist who "confirmed that sealing the gaps should resolve the problem," and said the proposed high-quality storm windows fit within the existing frames to preserve the historic character. He described the windows as operable with a sliding lower sash and reported the units would be permanently mounted with screws and clamps to seal gaps that allow cold air and insects to enter.
Board members focused on appearance and color selection. Aiello presented two color samples — almond and beige — and the architect recommended beige for a closer match to the existing window frames and brick. Two board members (Mr. Thedford and Ms. Jackson) agreed to conduct a site visit after the meeting to verify the color against the building; the beige option was field-verified and approved following that visit.
Mr. Thedford moved to approve the installation conditional on the site-color verification; Ms. Stuckert seconded. The motion passed with one abstention (Mr. Roge).
The approval applies only to storm windows in the residential units; common areas and hallways were not included in the request.
