Redevelopment commission approves appropriations, interlocal fire funding and property agreement extensions

The St. Joseph County Redevelopment Commission met July 14 and approved several routine and project-specific actions, including an appropriation resolution and funding and property agreements tied to local redevelopment projects.
The commission began by approving the June 9 minutes after a motion and second and a unanimous vote. Mister O'Brien then presented the June 2026 financial/transaction report, noting account balances, year-to-date receipts and settlement totals; he said some smaller economic development areas show skewed percentages because a small number of large payers made major seasonal payments. O'Brien also explained an appropriation resolution that would appropriate reimbursements from Amazon and Microsoft and noted 'honeysuckle' funds had been moved into the account that paid a bond payment. The commission approved resolution number 2026-12.
The commission then approved an interlocal agreement to provide funding for a fire-protection purchase for the Olive Township, Town of New Carlisle, Hudson Township Fire Protection Territory. Staff described the planned purchase as a Ram 5500–type brush truck with related equipment and stated the total cost of equipment would not exceed $370,000. The memorandum attached to the packet clarified the redevelopment commission would not assume operational responsibilities for the vehicle; approval was conditional on staff verifying which agency would ultimately own the vehicle and on final agreement language, and the commission authorized the president to sign the final version when complete.
On property matters, staff reported the commission previously entered a contract last September to sell property at 56120 Larison Boulevard to a purchaser identified in the packet as Nchem (an electrolyte manufacturer). Because the related project with GM is on pause, the purchaser requested an extension of the contract term to Dec. 31, 2026. Staff said the purchaser had bid the full appraised value of $451,059 and indicated they would release the term earlier should project circumstances change. The commission voted to continue the contract term through year-end.
Finally, staff described ongoing negotiations with Amazon Web Services for an access agreement on commission-owned property at the northwest corner of Early Road and Walnut Road (a site previously leased to Ryan Companies). Staff noted Ryan has largely completed site restoration and that AWS was considering the site for a temporary training and education facility; they cautioned a power-line easement under consideration by Hoosier/Wabash Valley/Hoosier Energy might preclude use of the site. The commission authorized staff to finalize the access agreement subject to legal review and gave the commission president authority to sign the completed agreement.
The meeting closed with the commission noting no other business and adjourning following a motion and voice votes.
