Afton rejects all Adams Street Water Project bids after low bid deemed incomplete

The Afton Town Council rejected all bids for the Adams Street Water Project at its May 13 meeting after staff and external counsel determined the apparent low bid was incomplete.
Dave Kennington presented two bids opened publicly on May 1, 2025. The apparent low bid did not acknowledge a required addendum and the submitted bid bond was not a certified original, leading external counsel to advise that the low bid should not be accepted. The only other bid was approximately $50,000 higher than the project's engineer's estimate and would exceed the planned project budget. After discussion the council voted unanimously to reject all bids and directed next steps, which include preparing revised procurement documents and evaluating options to bring the project within budget.
Council Member Dirk Hillyard made the motion to reject all bids; Council Member Scott Griffith seconded and the motion passed unanimously. Town Administrator Violet Sanderson noted staff will continue work on procurement and project planning, including issuance of RFPs for road projects related to the West Alley project.
