Afton moves forward with North Afton waterline bids; sewer lagoon upgrades recommended

Sunrise Engineering reported plans for the North Afton Waterline and Spring Overflow are with WDEQ and WYDOT, bids will be advertised in June, and sewer lagoon monitoring shows BOD results that indicate new lagoon cells are needed to address infiltration.
Sunrise Engineering representative David Kennington told the Afton Town Council on May 11 that plans and specifications for the North Afton Waterline and Spring Overflow projects are under review by the Wyoming Department of Environmental Quality; required easements have been obtained and the Wyoming Department of Transportation has approved required boring work. Kennington said the projects will be advertised for bids in June 2021.
Separately, Kennington reported flow-monitoring data and biochemical oxygen demand (BOD) results for the town's sewer lagoons and said new cells need to be added at the existing lagoon site to address infiltration problems. He said a compiled report with recommendations will be presented to the council when complete.
Earlier in the meeting, the council authorized Town Administrator Violet Sanderson to draft a letter to purchase an easement from the Bessie W. Call Family Limited Partnership and to allow a one-inch water hookup later at the out-of-town water rate for that parcel. Council authorized staff to proceed with the easement letter on motion of Council Member Will Wilkes.
No contract awards were made at the meeting; Kennington said bids will be solicited following agency reviews and completion of final documents.
